RAW FIRST DRAFT OF OUR PETITION LANGUAGE FOR THE NOV. 2026 CITY OF BOULDER'S ELECTIONS BALLOT 
(Suggested by Moji Agha, Nov. 21, 2025)

We, the undersigned to this public petition, are vote-eligible residents of Boulder, Colorado. By placing this "Yes to Energy Sovereignty: Municipalize Xcel" measure on the November 2026 elections ballot of the City of Boulder, we propose to de-privatize our community's electric public utility, so we can assert our We, The People of Boulder's energy sovereignty. We are embarking to municipalize our community's electricity, because the private corporate profit motive creates an inherent conflict of interest in the provision of public utilities--and of other public interest services. And in the case of the for-profit Xcel Energy Corporation, this built-in conflict of interest has also been accompanied, especially in the past many years, by numerous forms of contractual violations and abuses of public trust. The resulting corporate monopoly has jeopardized clean, safe, and sustainable power in our community (and region), in addition to raising dramatically, and unreasonably, the cost of electricity to the residents of Boulder. The name of the nonprofit municipal electricity provider that we propose for our area is Boulder Electric (BE), which will operate under the auspices of the City of Boulder's government; and its completely transparent operations will be overseen by an independently-functioning Public Ethics Oversight Board (PEOB) as BE's advisory watchdog body.

Hi Moji—and All, in Boulder and beyond:
I am glad to add my full support for the Boulder Area Coalition for Energy Sovereignty (BACES). Where I live in Florida, we have similar issues. Your efforts hold out promise for adding another American community to the ranks of those seeking to move toward municipal electric utilities. This move would not only reduce pollution globally AND locally, but also increase local control of local needs. And it is a democratizing step that will address the growing need to create more affordability for people’s necessities.
I am also glad to see the updates that you have made to the BACES Mission Statement page (https://boulderforpeopleenergy.blogspot.com/p/mission-statement.html), including the Focus Committees (FCs) that you have recently added to the document—thanks for your dedication!
What I like most is your spirit of collaboration rather than competition, as expressed in this paragraph:
“Such a system of working together genuinely will foster an environment in which we can ethically add to one another's public interest strengths, especially systemically and also geographically, hence we would learn from one another's diverse approaches, successes (and failures too) and from the municipalization and energy sovereignty experiences and challenges of other communities--that are unique to each area, by definition, but share significant public interest common grounds.”
BACES also has the good fortune to benefit from years of good work in Boulder-area civil society, which will bring the benefits of more willing workers and more publicity for those efforts. As my father would say: More hands make light work. And in this case, that can also give this work more opportunities for effectiveness with more citizens and eventually more politicians.
